Description: We are Canada based looking to outsource our requirement of Web and Software Development Service. We are looking for installation and design of web based CMS.

Scope:
1. Strengthen and support the new 311 service by providing operators and the public with better access to answers to common questions and services;
2. Make more efficient use of staff resources by establishing web standards and streamlining web authoring, approval and publishing processes;
3. Enable a demonstrated increase in the use and range of online services;
4. Increase online options for public participation and community engagement;
5. Establish tools to facilitate ongoing measurement and continuous quality improvements;
6. Improve the ability of staff to efficiently complete internal workflow tasks online; and
7. Strive for and be recognized for excellence in digital and interactive services.
8 The work of the web redevelopment project is divided into three streams:
- User Experience: Support a “one city, citizen centered” approach to website design, information architecture and content strategy.
- Governance: Consolidate web publishing staff resources, build internal capacity, and establish clear management and governance, and
- Technology: Implement a robust, extensible, and nimble CMS platform.

This is an on shore and off site tender. Interested service providers are requested to contact no later than December, 10, 2010 by courier, post or email. Service providers may have to visit our premises for meetings or briefings. Please refer the attachment for more details.
