Scope:

4. Must ensure that content sought is easy to find and that navigation remains user friendly
5. Fully decentralize content management to multiple content managers
6. Capability of integrating additional features that may be needed in the future
7. Service Capabilities:
- Web development
- Software tools (e.g., Content Management System or modules)
- Site maintenance
- Site hosting
- 24 x 7 support.
