Description: We are Canada based looking to outsource our requirement of Web Design and Development Service. We are looking for Redesign of Website Visual Elements and architecture.

Scope:
1. To provide a modern citizen centered gateway
2. Gateway for records of decisions and all processes leading to those decisions are accessible and easy to find for all uses
3. Records are in various formats audio, video, text
4. The visual theme and design will be complementary to existing logos and other communication products
5. The home page and templates will have a visual theme and writing style that promotes the trust with a friendly rural island feel
6. Updates to visual theme / splash page templates will be easily formatted / refreshed / updated by in-house staff
7. The basic shell / banners will use a few consistent, unified or common themes
8. Navigational tools include graphic navigation buttons or bars offering shortcuts and leading forward, back, up, down and back to the home page
9. Graphic files and photos will be context-sensitive, depending on location
10. Flash characteristics and sound will enhance appeal of website
11. Demonstrate technical expertise in the following:
- Microsoft SQL
- ASP.net
- IIS.

This is a global and off site tender. The estimated tender value is 45000 USD. Interested service providers are requested to contact no later than July, 11, 2011 by courier, post or email.
